Most questions about a Montenegro residence and work permit have short answers. Long consultations happen because the answers are scattered across ministries, forums and outdated posts. This page collects the fifteen questions we answer most often in 2026, each with the direct answer first.
Who can apply for a residence and work permit in Montenegro?
Any foreign national who has a legal basis: employment (including in your own company), family reunification, studies, property ownership, or the digital nomad scheme. For founders the basis is employment as executive director of a Montenegrin d.o.o., which is why our company formation and permit services run as one file.
Is company ownership enough, or do I need to be employed?
Ownership alone is not a basis. The founder must be appointed executive director and the company must register the employment. Both steps are part of the registration process, so in practice a founder who registers a company with us has the basis ready the same week.
How long does the permit take after submission?
15 to 30 days for a complete file. The ministry counts from the day of submission with biometrics, not from the day you arrive.
Do I need a university degree?
No. Completed primary education is the legal minimum. You need the original diploma and a filed diploma recognition application.
Which documents cause the most refusals?
Three items: an apostille missing from the criminal record certificate, a certificate older than six months, and translations done outside the sworn translator system. All three are avoidable with a checklist, which is why we send one before you order any document.
Can I file from abroad?
The permit application itself is filed in Montenegro because biometrics are taken at submission. Company registration, however, can be completed remotely with an apostilled power of attorney.
How long is the permit valid and how does renewal work?
The first permit is valid for up to one year. Renewal is filed before expiry and requires an active company, paid contributions and a registered address. Renewal does not restart the five-year count towards permanent residence.
Can my family join me?
Yes, through family reunification. Spouse and children apply after the founder's permit is issued, with proof of funds per person or a guarantee structured through the company.
Do I have to live in Montenegro full time?
You must keep a registered address and avoid long, continuous absences, especially in the years leading to permanent residence. Business travel is normal; spending most of the year abroad is not compatible with renewals.
What taxes will I pay as a resident director?
Personal income tax is progressive at 9% to 15%, and the director pays social and health contributions on the registered salary. Corporate income tax on the company's profit is 9% up to €100,000. The advantages section on our home page summarises the full tax picture.
Do I get access to healthcare?
Yes. Once registered with the health insurance fund through the company, you have access to public healthcare. Private clinics are widely used and inexpensive by Western European standards.
Can I buy property with a temporary permit?
Yes. Foreigners can buy apartments and houses in Montenegro regardless of permit status. Agricultural land has restrictions, which a company structure usually solves.
Can I open a personal bank account?
Yes, with a passport and the residence card. Before the card is issued, the company account covers business needs and most founders open the personal account in the same week the card arrives.
What are the government fees?
Application and card fees are usually under €100 combined. Health insurance and certified translations are the larger items. Our packages list everything, and the fixed price does not change after the quote.
How do I get permanent residence?
After five years of continuous temporary residence, provided the conditions of each permit were respected, you apply for permanent residence. It removes the annual renewal and is the usual foundation for a later citizenship application.
