Basis and checklist

Permit bases available to foreigners
Montenegro grants temporary residence for employment (including in your own company), family reunification, property ownership, study, and the digital nomad scheme. For founders the strongest basis is employment as executive director of a Montenegrin d.o.o., because it combines residence and work permission in one card and is renewed as long as the company operates.
Documents that decide the outcome
The three documents that most often delay a file are the apostilled criminal record certificate (must be recent), the diploma or proof of qualification for the director role, and proof of accommodation. We check every document before filing, which is why our files are not refused for formal reasons.
Rights that come with the card
A temporary residence and work permit lets you live and work in Montenegro, register a car, open personal bank accounts, enrol children in school and travel in and out without visas. It does not give visa-free access to the Schengen area, which remains governed by your passport.
Renewal and permanent residence
The first card is valid for one year and is renewed annually while the basis continues. After five years of continuous temporary residence you can apply for permanent residence, and citizenship by naturalisation becomes possible after ten years of legal residence.

How long does the residence permit take?
The Ministry of Interior usually decides within 15-30 days of filing. Including company registration and biometrics, plan 4-6 weeks end to end.
Is the work permit separate?
No. Montenegro issues a combined temporary residence and work permit as one card.
Do I have to live in Montenegro full time?
The permit expects Montenegro to be your place of residence, but there is no fixed minimum number of days for temporary residence. Long absences can matter at renewal and for the five-year count toward permanent residence.
Can my family get residence too?
Yes, through family reunification once your card is issued. We file the family applications in parallel so the family moves together.
What if my application is refused?
A refusal can be appealed, but in practice refusals come from incomplete files. We check every document before filing.
