Montenegro Residence Permit Through Your Own Company: 2026 Roadmap
How the founder of a Montenegrin company obtains a temporary residence and work permit in 2026: legal basis, documents, timeline, costs and renewal.

A Montenegro residence permit is not a separate product you buy after the company. It is the second half of the same procedure: the company is the legal basis, the founder is its executive director, and the director's employment supports the temporary residence and work permit. This roadmap explains how the two halves connect in 2026 and where applications usually go wrong.
What is the legal basis for a residence permit through a company?
Montenegrin law allows a foreigner who is employed in Montenegro to obtain a combined temporary residence and work permit. When you found a d.o.o. and appoint yourself as executive director, the company becomes your employer. The permit is therefore issued on the basis of employment in your own company, which is why the registration decision and a company status certificate are part of the application.
This route has three practical advantages over property-based or investment-based permits:
- No minimum investment beyond the €1 share capital
- The permit covers both residence and the right to work
- The same structure supports family reunification for your spouse and children
Which documents does the residence permit application require?
The Ministry of Interior expects a complete file on the day of submission. Our clients prepare the following:

The diploma recognition (nostrification) step surprises many founders. The application only needs to be filed, not completed, but it must be filed before the permit application.
How long does the residence permit take in 2026?
Counting from the day the company is registered, the realistic path looks like this:
- Week 1: company registration decision, bank account, company address
- Week 2: lease signed, address registered at the police, health insurance purchased, diploma recognition filed
- Week 2 to 3: application submitted at the Ministry of Interior with biometrics
- Week 5 to 7: decision issued and the residence card collected
The ministry's own processing window is 15 to 30 days after a complete submission. Delays almost always come from the file, not from the ministry: an expired criminal record certificate, a missing apostille or a landlord who refuses to register the tenant.
What does the permit cost?
Government fees for the application and the card are modest, usually under €100 in total. The larger cost items are health insurance, certified translations and, for remote founders, the second trip to Montenegro for biometrics. How does renewal and permanent residence work?
The first permit is issued for up to one year. Renewal is filed before expiry and requires that the company is still active, contributions are paid and the address is current. After five years of continuous temporary residence you can apply for permanent residence, which removes the annual renewal. Absences matter here: long periods outside the country can break the continuity, so we track the calendar with clients who travel a lot.
Can the spouse and children get residence too?
Yes. Once the founder's permit is issued, family members apply through family reunification. The authorities expect proof of funds per family member, roughly €7,450 for a spouse and half of that per child, or an equivalent guarantee structured through the founder's company.
