Family reunification in Montenegro is the procedure that turns one founder's permit into a family's legal residence. In 2026 it is predictable when the file is prepared in the right order, and slow when families arrive before the founder's permit exists. This guide explains the conditions, the funds requirement that surprises most applicants, and how we time the applications so the family moves together.
Who can apply for family reunification?
The spouse and minor children of a foreigner who holds a valid Montenegrin residence permit. In practice our clients are founders who obtained a residence permit through their company; the family applications follow once that permit is issued. Parents and adult children are handled case by case under separate rules.

The proof of funds is the item most families plan wrongly. It can be shown on a bank account in Montenegro, but when the sponsor owns a company we usually structure the requirement through the company, which avoids freezing personal savings.
Which documents does each family member need?
- Passport valid for at least one year
- Apostilled marriage certificate (spouse) or birth certificate (children)
- Criminal record certificate with apostille for the spouse
- Health insurance policy
- Biometric photo, taken at filing
- Certified Montenegrin translations of every foreign document
Children's diplomas or school records help with enrolment but are not part of the permit file.
How long does family reunification take?
Counting from the founder's residence card:
- Week 1: family documents collected and translated, lease updated to include the family
- Week 2: applications filed with biometrics at the Ministry of Interior
- Week 5 to 7: decisions issued and residence cards collected
Families that order apostilles at the same time as the founder's documents usually receive their cards within two months of the founder's card. The family reunification service runs both files in parallel for exactly that reason.
What about schools, healthcare and daily life?
- Public schools are free for registered resident children and teach in Montenegrin; younger children adapt fast
- International schools in Podgorica, Tivat and Kotor teach in English, with fees from roughly €5,000 per year
- Healthcare: family members registered with the health fund use public healthcare, and private clinics are affordable
- Kindergartens: public places are limited, private kindergartens cost €250 to €450 per month

Can family members work?
A family reunification permit grants residence, not automatically the right to work. A spouse who wants to work needs a work permit basis, most often employment with a Montenegrin company, which can be the founder's own company. We set this up when the family plans to have two working adults.
