A British passport lost its EU free movement in 2021, yet it still opens Montenegro's border for 90 days without a visa. That window is the whole secret to moving to Montenegro from the UK: you arrive as a visitor, and you leave the police office as a resident before the 90 days are used up. The paperwork is modest, but it has to be ordered in the right sequence, and most of it starts in the UK, not in Podgorica. This guide sets out that sequence as we run it for British clients every month.

How long can UK citizens stay in Montenegro visa-free?

UK citizens may stay in Montenegro for up to 90 days in any 180-day period without a visa. The count is rolling, so a trip in March still uses up days available in July. Leaving for a weekend in Albania and coming back does not reset the clock. Montenegro also runs its own count, separate from the Schengen count that applies to Croatia next door, which is handy if you have already used Schengen days this year.

Two practical points matter from day one of moving to Montenegro from the UK. First, your accommodation must register your address with the local tourist organisation within 24 hours of arrival. Hotels do this automatically; private landlords sometimes forget, so ask for the registration slip and keep it. You will need proof of continuous registration when you file for residence. Second, the visa-free stay does not allow you to work for a Montenegrin employer or run a local business. Remote work for a UK employer during a holiday is one thing; invoicing from Montenegro is a permit matter.

Can Brits move to Montenegro permanently, and which route fits?

Yes, Brits can move to Montenegro permanently, and the path runs through a temporary residence permit that you renew each year until you qualify for permanent residence after five years of continuous stay. The question is which basis you apply on. Four routes cover almost every British client we meet.

Route Who it suits What it gives you Core condition
Company director Freelancers, consultants, traders, anyone who wants to work locally Combined residence and work permit You register a d.o.o. and are appointed executive director
Digital nomad Remote employees and contractors paid from abroad Residence without a local company Proof of remote income from outside Montenegro
Property owner Retirees and second-home owners Residence linked to the home you own You hold title to residential property in your name
Family reunification Spouses, partners and children of a permit holder Residence tied to the sponsor's permit A family member already holds residence in Montenegro

For people who plan to earn money in Montenegro, the company route is the workhorse. The company costs €1 in share capital, you own it outright, and the director role carries the permit. Our residence permit via company roadmap walks through each stage, so we will not repeat it here.

If you are employed by a UK firm and can prove it, the digital nomad permit skips the company altogether. It suits people moving to Montenegro from the UK for lifestyle reasons rather than to build a local business, and it keeps your UK employment contract intact.

Retirees often prefer the property route. Owning a flat in Bar or a house above Kotor Bay gives a residence basis without any obligation to trade. Keep in mind that this permit does not include the right to work. Our guide to buying property in Montenegro as a foreigner covers the purchase itself, and the permit application follows once the title is registered in your name.

Which UK documents do you need, and how do you get them legalised?

Every move to Montenegro from the UK stands on the same short stack of British documents, and all of them need an apostille from the FCDO Legalisation Office before they can be used here. Start ordering them the week you decide to move.

  • Passport valid for at least six months beyond your planned filing date
  • ACRO Police Certificate, the document Montenegro accepts as your UK criminal record check
  • Birth certificate, a new certified copy from the GRO, NRS Scotland or GRONI
  • Marriage or civil partnership certificate, if a spouse or children will join you
  • Highest diploma or degree certificate, for the company route
  • Proof of accommodation and health insurance, arranged after arrival

Three things trip people up. The ACRO certificate is issued by a police body, so the FCDO apostilles it directly, but you must order the version that shows your full address history. The degree certificate is different: the FCDO will only apostille it after a UK solicitor or notary has certified it, so budget an extra step and a small fee. Finally, Montenegro treats a criminal record certificate as current only for a limited period after issue. We work to a six-month window and check it against your actual filing date, so do not order the ACRO certificate a year early.

Once the apostilled originals arrive in Montenegro, a court-certified translator renders them into Montenegrin. We handle this in Podgorica within a few days. If you are taking the digital nomad permit, your employment contract or client agreements and recent bank statements take the place of the diploma, and they too need certified translation.

How does a Montenegro residence permit for British citizens work in practice?

A Montenegro residence permit for British citizens is filed in person at the regional office of the Ministry of the Interior, with you present in the country. This is why the 90-day window matters: you arrive visa-free, complete the local steps and file well before the days run out.

  1. Arrive and have your address registered within 24 hours
  2. Sign a lease on a flat or house and register it as your residence address
  3. Take out health insurance that is valid in Montenegro for the permit period
  4. For the company route, finish company registration and your appointment as director
  5. File the permit application with the apostilled, translated document set
  6. Give biometrics and collect your residence card when the decision is issued

The decision time varies by office and by season, so we do not quote a fixed number of days. What we do is prepare the file so that nothing is missing on the day you submit, because an incomplete file is the only common cause of delay. Our residence permit service covers the lease review, insurance, filing and the biometrics appointment, and we attend the office with you.

Your first card is valid for one year. The renewal file is lighter than the first one, and we start it before the card expires so your status never lapses. After five years of continuous temporary residence you may apply for permanent residence, and the annual renewals stop.

Spouses, partners and children do not need their own basis. They apply through family reunification once your permit is issued, using the apostilled marriage and birth certificates from the list above. We often file the sponsor's permit and the family's applications in the same trip. Our family reunification service explains what each family member needs.

What happens to your banking, pension and tax when you move to Montenegro from the UK?

Montenegro uses the euro, so the first job in moving to Montenegro from the UK is to make sure you can hold and move euros cheaply. Many UK high street banks restrict or close accounts for customers with a non-UK address, so ask your bank in writing how it treats overseas residents before you change your address. Keeping one UK account alive is useful for pensions, HMRC refunds and UK subscriptions.

A Montenegrin personal account is opened with your passport and, at most banks, your residence card or proof of the pending application. If you take the company route, the company account is opened as part of registration and your director's salary is paid from it. Card payments are universal in the cities and the coast, and SEPA transfers from the UK arrive in one to two business days.

On pensions, the UK state pension continues to be paid wherever you live. Montenegro is covered by the social security arrangement the UK inherited from its agreement with Yugoslavia, so the annual uprating applies, unlike in some other non-EU countries. You notify the International Pension Centre of your new address and choose the account for payment. Private and workplace pensions are a matter for each provider, so write to them before you leave.

On tax, you become a Montenegrin tax resident when you spend more than 183 days in a year in the country or make it your centre of life. The UK treats its long-standing treaty with Yugoslavia as covering Montenegro, so income is not taxed twice, and the split between the two systems is settled on your individual facts. We walk through this with you before you file your permit, so you know where you stand before the first tax year ends.

Can you drive in Montenegro on a UK licence?

Visitors moving to Montenegro from the UK can drive on a UK photocard licence during the visa-free stay, and the licence is accepted at hire desks across the country. Montenegro drives on the right, and the coastal road from Herceg Novi to Ulcinj is slow and narrow in places, so allow more time than the map suggests.

Once you hold a residence permit, you exchange the UK licence for a Montenegrin one at the police directorate. The file includes your UK licence with a certified translation, a medical certificate from a local clinic, your residence card and a photograph. The exchange window runs from the date your residence is issued, and we confirm the current deadline when we prepare your permit file so the two steps line up.

If you drive your own UK-registered car down, check that your insurer covers Montenegro or buy border insurance on entry. A car that stays in Montenegro permanently has to be imported and re-registered, which is a separate customs procedure we plan with you rather than something to improvise at the border.

How do you bring a pet from the UK to Montenegro?

Dogs and cats travel from the UK to Montenegro with three things: a microchip, a rabies vaccination given at least 21 days before travel, and an official veterinary health certificate for Montenegro issued through your UK vet shortly before departure. Since the UK no longer issues EU pet passports, your vet will arrange the certificate through the official export route, so book that appointment early.

Montenegro itself is pet-friendly. Flats on the coast accept animals more readily than in London, and the vet network in Podgorica, Budva and Tivat handles routine care at modest prices. If you plan to return to the UK with your pet for visits, check the current GOV.UK list of recognised countries and the tapeworm treatment rule for dogs, and book an approved route. We give every client who is moving to Montenegro from the UK with a pet a short checklist for both directions.

What does a realistic timeline for moving to Montenegro from the UK look like?

A well-run move to Montenegro from the UK takes about three months from decision to residence card, and most of the first two months are spent in the UK. Here is the sequence we set up with clients.

When What you do Who handles it
Month 3 before Choose your route, book the free consultation, order the ACRO certificate and GRO copies You, with our checklist
Month 2 before Solicitor certification of the diploma, FCDO apostilles, bank enquiry about overseas residency You
Month 1 before Scan every document for our pre-check, shortlist flats, draft the lease with our review You and us
Arrival week Address registration, lease signature, health insurance, company signing or property title check Us, with you present
Weeks 2 to 6 Company registration or route documents completed, permit filed, biometrics Us
Month 3 onwards Residence card issued, licence exchange, family applications, tax registration Us

The pre-check in month one is the step that saves the most time. We look at every scan before you fly, so an expired ACRO certificate or a missing apostille is caught in Britain, where it is quick to fix, not in Montenegro. Our fixed-price packages cover the arrival-week steps and the permit filing as one written fee, so the budget is known before you book flights.

Questions on This Topic

Common questions

Do British citizens need a visa for Montenegro?

No. A British passport gives you up to 90 days in any 180-day period in Montenegro without a visa. The visa-free stay is for tourism and business meetings only, so to live or work in the country you apply for a temporary residence permit before the 90 days run out.

What is the easiest way for a Brit to get residency in Montenegro?

For most British clients the company route is the most flexible: you register a d.o.o., become its executive director and receive a combined residence and work permit. Remote employees of foreign companies use the digital nomad permit, property owners use the real estate route, and spouses and children follow through family reunification.

Which UK documents need an apostille for Montenegro?

Your ACRO police certificate, your birth and marriage certificates and, for the company route, your highest diploma. The FCDO Legalisation Office issues the apostille. Educational documents must first be certified by a UK solicitor or notary, then every document is translated by a court-certified translator in Montenegro.

Can I keep receiving my UK state pension in Montenegro?

Yes. The UK state pension is paid abroad, and Montenegro is covered by the social security arrangement the UK inherited from its agreement with Yugoslavia, so the annual increase applies. You tell the International Pension Centre your new address and choose a UK or Montenegrin bank account for payment.

How long does it take to move to Montenegro from the UK?

Plan on about three months from the first decision to a residence card in your hand. Two months go on UK paperwork, mainly the ACRO certificate and apostilles, and the rest on the lease, address registration, filing and biometrics after you arrive.
